Caelum is mostly trying to lay low after the captain of the guard got mad at him for running off to a private meeting without his personal guard and with one semi-crazy Ignis who followed him there.
He is checking up on Atlantic and going to a little subtly try and see who's side he can take and is disapproving of people just straight up using violence. He still doesn't completely trust Atlantic, but believes he could be a valuable ally.
also he put the captain of the guard to follow ignis around at the celebrations so he doesn't wander off and put himself into danger again.
But otherwise, he's just going through all the festivities, competing when he can because he does like doing that, and bracing himself for the probable fight between him and Weiss.
