Chi is simply the movement of energy, natural or supetnatural, internal or external, within the body. This includes energy from food, nerve impulses sent to muscles, adrenalin... and magic.
Tattooing is the process of creating or blocking channels for certain kinds of energy, using available pressure points and the body's natural conduits, as in acupuncture or martial arts nerve strikes. Since Tattooing does not create new energy, apping up energy, natural or mystical, in any one part of the body, requires subtraction of energy from another system.
So, I'm not sure how the timeline checks out, but as it looks like Rosalie is prooobably going to have some elementalist tattoos... How do you feel about Claudia being the one who gave them to her, probably just before Rosalie ran away 7 years ago?
Cool! That would work for me. Rosalie would have waited juuuust long enough to make sure the tattoos were healing okay before taking off. It's up to you if Claudia would have told Matthew about Rosalie getting them. ...Either way, it'll be a fun extra dimension for the inevitable Dramatic Reveal.
Not particularly? If Ritsuki's netted herself a Mystery Tattoo, or if anyone else who has makes their way to her to ask, Chiyo's going to boggle about that. Otherwise, she might be traveling this week along with three-quarters of the Sun Guard - I haven't decided yet.
Nothing major at the moment. Chiyo's planning to be the last bastion of sanity and responsibility at the temple proper (God knows the Sun Guard needs one of those right now), but can go to the Shogun's place if her presence is required.
Ren and company came up to the temple, and she's willing to give Ren, at least, a tattoo if he asks. Tentatively also Mikasa. I'd have to sort out exact details with the muns, though, but that's the Big Thing she has going.
Update: Ren is definitely getting a tattoo, mental clarity and calmness for a slight drop in body temp. Mikasa's thinking along the same lines in terms of drawback, but getting more finesse with her water elementalism.
*Chiyo asked the apprentice summoner Teen Girl Squad to keep an eye out for any likely candidates to lead Door Number Four while they were in Suzuki. Would anyone have possibly stood out to them?
*I hear tell that Raidou's Questing Sense is pinging hard to Chiyo, and funny enough they're already talking. Is there anything else I need to know about why he's pinged so hard to her?
*One of the things I'd like to happen this jaunt, this upcoming mingle if possible (but it may depend on how traveling around the peninsula works out), is for Chiyo to see one of the Trump marks people just got. I presume the local Dragons haven't done anything like this before? Would her chi insight give her any perspective on how they work?

Correct, and she could tell that unlike her tattoos, they don't work on
chi. It's some form of spirit binding, with the person marked as the
person bound, and the mark as a manifestation of that contract (hence why
the tattoos can't be removed, and just show up again if damaged).
The Suzuki might be amenable; but the others seem less likely to unite easily, and Nakamiyo is by far the most friendly/obedient to the Shogun, and so seemingly least likely to rebel.
