Dragons are purely elemental beings, tied to locations. They can take
physical form made of their element, but generally do not.
The angels could be a collective being if they were the fire of a plural
phenomenon - sulfur vents, hot springs, etc - rather than a single volcano,
lightningstrike, or conflagration.
(Also since Cheshire mentioned imagining the Angels as a tangle of small dragons all yelling simultaneously, that is totally what they are going to be if they manifest now)
