There are non-dragon elemental spirits, but they are usually small and inconsequential, and therefore mostly overlooked. Water spirits of the rice paddies near Mibugumi are an example - they're small stupid rabbitlike things that see to the irrigation of rice. Other elemental spirits would also be weak, mundane, and no more intelligent than animals.

technically, spirits of the dead are elemental as well - but as mortals, they contain an even mixture of all five elements in balance, in small, weak amounts, and cannot therefore do impressive feats of elementalism like dragons or people using elemental magic (which is basically an imbalance/abundance of one element in their natural makeup) can.

I believe what was worked out was that they can only be sensed while contained in their tubes. If he has them out, they should be able to be seen by summoners. If my answers on that have been misleading or inconsistent, apologies.

As a further clarification, if Rosalie were to see one of Raidou's big non-humanoid spirits, how alarming would that be? I'm thinking something like Gdon, the big fire tiger spirit, who I believe is also considerably smarter than a rice rabbit.

If it didn't display intelligence, it could be seen as a barbarian country elemental or a freak of nature. Once it does... that would probably freak her out.
