Right so, Masshuu basically been following Sora around and thus ended up at the Shogun's palace pretty much by default. He's not making any attempt to get involved with the diplomacy there, though he's still managed to continue to tick off Hajime some more, so there is that he seems to have a special gift in that area.

He's also currently in a conversation with the trumpdragons, although as yet I don't know if that will go anywhere.
