A, B, D, E, I, J, K, & P are fully explored. That leaves F & Q partially explored. G, L, R, O, V, & W are available for immediate exploration as well. C & H are also accessible, but only by anyone using air or water travel.

Would it be possible to dig up manifests for the last couple of shipments to see if there was a sudden uptick in delivery of something that might indicate what happened? Or at least what class of disaster - disease vs something that would lead to widescale injury, etc.

Manifests can be found! The police and fire departments got massive supply boosts, but the last shipment contained no food and no fuel.
