So the whole out-of-place possible spirit thing? Dan's probably going to outright tell him what he's perceived, so spirits: confirmed.

Is there anyone he can/should go to with this information?

...thing I just thought of: wouldn't he have seen the royals before now? Possibly in person, especially the Queen? Is this funky perception a new development or do I need to handwave him just never paying attention?

He would have seen them before, and their behavior would have seemed human before.
