Oh ok, I know a little bit about that. You're right, it's anyone's fair game now. Tachibana would have succeeded, but unfortunately I can't handwave something that big when none of the before or after were mentioned in threads. There would be no continuity for other players to follow.
Not a big deal though, it just means trying to do it this week. (I remember Quila was investigating the shards in the Forest, so you may want to see if she wants to do anything about her findings this week?). And even if no one bites, or if it happens after Alayne's return, it's not dire. There have been no strong objections onscreen to Anna accompanying the rescuers to find Alayne, and Red bringing info on her past to the rescuers is in her favor.
As for Anna's mobility on EU campus, how about the release instead be finding Alayne? Anna may float around, as ghosts do. If you'd like to work in the instability creepiness, how about only moving when someone's looking away, or sort of glitch herself short distances like a buggy videogame NPC, that sort of thing.
