Yes, almost certainly - you're looking dor the nightmare which is the root of the real-world behavioral shifts, but it came to yoir attention BECAUSE of Waking World issues.

Reading his role info again, and just to make it clearer in my head: Is it all of Aratta Skyhook that's feeling this, or just the Conditioned Diaphoron?

That's not necessarily clear - where he's seen the effect is in the Diaphoron, that being his own part of the community. Some degree of disaffection in the rest of Aratta's lower-class enclaves exists, but may or may not be related - it's hard to tell from speaking to spacefarers in the Xenodrome or locals in Aratta Adiaphoron, because they're part of many small communities and not one, unified froup with a strong self-identity.

If you wanted, you could look more into whether something similar is happening in the Alliance Diaphoron neighborhood, but it isn't clear from the outside, and to venture there yourself you'd have to secure a visa (which probably means looking for a job there).

They have mostly gone to study in the Orthostroma (the cram school) in the Polyclinic Lattice neighborhood.

Some alien Conditioned have gone to Piraeus Xenodrome, Aratta Adiaphoron, or the Alliance Diaphoron.

Nightmares primarily affect non-Dreamers.

When humans have nightmares about nuclear war, Dreamers don't fight them because the nightmares are unpleasant for Dreamers - they fight them because the fearful preoccupation with nuclear war is dangerous to all of humanity.

You're literally shaping the collective unconsciousness of every dreaming species.

No, not really - there are a few bureaucratic hurdles which have affected the Diaphoron as a whole, but nothing targeted at the Hecatites in particular, and they aren't facing the sorts of individual difficulties the aliens are.
