The map thing is 100% Malik-based whether it'll be a plan that even progresses, which is why it's 'really seriously try to convince Malik that adding names onto the map will help them catch the miscreant'. Malik doesn't want to add names onto it, so Edward's fighting an uphill battle that potentially will result in nothing.
